Flood Water Receding but Units Remain Down at Bayway Following Sandy

The 238,000 bpd Phillips 66 Bayway refinery remains down following the storm Oct 29. At the time of Genscape’s flight (11:30AM (EDT) Nov 1), the 238,000 bpd crude section and 138,500 bpd FCC were offline.Dehumidification at FCC Scrubber

Water Receding
Flooding remains a major problem in the ship docking area, but all major refining units appear to be free of standing water.

FCC
While the FCC remains offline, the flare tower associated with the unit is active. A mobile moisture and/or temperature control unit is connected to the FCC scrubber. These types of units are often used for flood recovery.

Recovery Equipment Onsite
A parking lot just outside refinery appears to be a staging area for recovery efforts. Some of the items observed in the lot include:
- Mobile construction lightsWater Remediation
- Several large industrial generators
- Large supply of oil absorbents

Additional generators of various sizes and moisture/temperature control units could be seen on flatbed trucks en route to the refinery. Field Service response and safety planning services are onsite.

Water Remediation
Crews are working to contain a visible sheen in ponds and waterways around crude and product tanks at the southwest corner of the refinery. Oil absorbent and containment booms are being used.
